Inspired by film noir and North American pulp fiction from the 1930s and 1940s, “Forbidden City” follows the adventures of a former police officer turned private eye. Specialized in adultery cases, the detective employs his power of seduction and ends up mixing his personal and professional lives, getting involved in complex plots that might be a threat to his own life.

A feud has been raging between the Lee and Mitchell families, in the forbidden valley of the Kentucky hills. The lone survivors are Ben Lee, his granddaughter Morning Glory and a young Mitchell boy who is given refuge by minister Dominie Jones. Fifteen years pass and Jack Winslow, a surveyor, comes to the valley and falls in love with Morning Glory. Their romance is opposed by Dave, a young half-wit who also loves Morning Glory and, out of jealousy, makes several attempts on Jack's life. When Jack is suspected of being the last surviving Mitchell, Morning Glory, acting in accordance with her family code of honor, shoots and wounds him. Soon after, Jones reappears and explains that Dave is the real Mitchell heir, thus clearing the path for Jack and Morning Glory's reconciliation.

The film depicts the incredible metamorphosis of a clerk whose sense of identity and pride are reawakened by an unexpected development.

In 1941, an Irish documentary filmmaker hears of a man named J.C. Sullivan, who may know the fate of the Hollandia, a Norwegian ship that sailed to Antarctica in 1905 and disappeared. Sullivan was the carpenter on that ill-fated voyage and is the last known surviving crewmember of the Hollandia. When interviewed, Sullivan presents the filmmaker with canisters of old film footage which back up his unbelievable tale.

When Red Hawk Dugan and his men attack a small wagon train, Colonel Merriwell is killed and the young girl Isobel taken and raised thinking Dugan is her father. Fifteen years later the Colonel's son Jack arrives looking for Dugan whom he learned killed his father.
